- Requires SDE to administer a grant program to retain additional school health personnel. Requires The Task Force to Diversify the Educator Workforce to conduct a study to evaluate the implementation of and analyze the effectiveness of existing minority teacher recruitment and retention programs and analyze any other issue relating to the recruitment or retention of minority teachers. Advisory council will also provide analysis and recommendations concerning the imposition of new mandates regarding educator professional development and in-service training with an aim to repeal duplicative training mandates included in the in-service training requirements for educators.

- Requires school boards to conduct exit surveys of teachers voluntarily leaving employment and to add teacher attrition rates to their strategic school profile reports. Maintains a teacher’s tenure and accumulated sick leave if a new regional school district is formed.

- Renames the minority teacher recruitment task force and requires it to study existing recruitment and retention programs. Creates a minimum 30-minute uninterrupted lunch period for teachers and other professional employees of school districts. Creates a teacher shortage and retention task force to make recommendations that address teacher attrition and retention, and issues relating to equity and diversity.

- Increasing Educator Diversity (Retention Plan)
- Initiatives mandated by SDE that require school boards to create plans on how they will increase the diversity of educators in their school districts. Importantly, they are not solely focused on hiring but also retention.
- Professional Development and Evaluation Committees (PDECs)
- PDECs help develop a district’s evaluation and support plan and the district’s professional learning plan. The Self-Reflection resource in the Work Flow Plan provides guidance for districts to consider effective PDEC practices.
- Staff Appreciation Program
- Offers staff members discounts for various businesses in Connecticut.
- Teacher Education and Mentoring (TEAM) Program
- Pairs every new classroom teacher with a trained mentor who provides support to the beginning teacher through the first years in the classroom.
